Since Arizona's Renewable Energy Tax Incentive Program became effective in 2010, nine renewable energy companies have located or expanded operations in the state, creating more than 2,100 jobs and injecting more than $1 billion into the local economy.

There are currently three large-scale renewable energy utility projects under construction in Arizona that will result in a thousands of new jobs and a total investment of more than $2.7 billion. Those projects include: Abengoa Solar, Inc.; Agua Caliente; and Mesquite Solar 1 LLC.

On the downside, the rate of nonprofit job growth has slowed in recent years, dropping from 2.6 percent in 2008 to 1.2 percent in 2009, and then to .8 percent in 2010.

The nonprofit employment growth and for-profit employment decline was consistent in almost all of the 45 states included in the report. Employment increased in five of the six nonprofit sectors, with ciic organizations seeing the only decline.

Some other key findings of the report include:

Nonprofit organizations employ 10.5 million workers, which accounts for close to 10 percent of the nation's workforce.
The nonprofit workforce is the third-largest in the nation, behind only manufacturing and retail trade.
Nonprofit employment varies from state to state, ranging from 2.6 percent in Nevada to more than 18 percent in New York and Rhode Island.

Several news sources are reporting that Cisco Systems Inc. is planning to layoff thousands of employees and move thousands of other positions in the coming months in an effort to cut $1 billion in costs.

San Diego Government Jobs, Others Criticized on Finances

The California State Controller's Office recently released several audits showing that there are a number of state agencies that failed to collect salary and travel advances from employees. That led Gov. Jerry Brown to order all state departments to recover taxpayer money and improve their internal accounting practices.

Current state law allows state agencies to advance an employee's salary when checks are delayed, an employee travels, a hardship request is made, a vendor requires immediate payment, or an employee quits and needs their final check.

One audit from 2009 found that most state agencies either took too long to collect salary advances or failed to collect them at all. In particular, 11 agencies failed to collect a total of $13.3 million in advances, including $500,000 that had been outstanding for three years.

However, Brown is now requiring all state agencies to clear salary and travel expense advances within 30 days, after which time the agency will be required to deduct the advance from the employee's next paycheck. In addition, agencies are being asked to improve their record keeping, oversight, training, and collection practices.

"It's shocking that the state has apparently failed to collect millions of dollars in salary and travel advances owed by state employees," Brown said in a statement. "This situation reinforces the worst stereotype of ineffective and inefficient government, and I have ordered state agencies to immediately investigate the backlog of uncollected debts and find every penny owed to taxpayers. State agencies must regain control of this program."

And the audits aren't over yet, as Controller John Chiang plans to continue examining the practices in place at many other state agencies. Those future audits could result in millions of other dollars that have yet to be collected.

"The state's poor debt collection and accounting practices are fleecing public coffers at a time when vital public programs are being decimated by unprecedented budget cuts," Chiang said. "I applaud Governor Brown's commitment to making every dollar count."

A recent report from the Fidelity Charitable Gift Fund found that more people are donating money this year. Incoming donations to the organization increased by 25 percent between Q1 2010 and Q1 2011, marking the highest first quarter contribution level in the organization's history.

Fidelity is an independent public charity that helps donors support more than 140,000 nonprofit organizations with more than $11 billion in grants. The organization is the largest donor-advised charity and one of the largest public charities in the nation.
The report further found that:

New charitable donations came in at $269 million during Q1 2011.
Outgoing grants reached $293 million, an 8 percent increase from Q1 of last year.
Incoming donations accounted for $1.6 billion during 2010, a 42 percent increase from 2009.
2011 marks the sixth year in a row that Fidelity has received more than $1 billion in donations.

"We are seeing a significant increase in donors leveraging a broader spectrum of their assets, such as restricted stock and privately held securities, for charitable purposes," Sarah Libbey, president of the Fidelity Charitable Gift Fund, said. "This reflects continued strength in the mergers and acquisitions market, and also is a sign of more strategic charitable planning on the part of donors and their advisors.

"This is an exciting trend, as these types of assets have powerful tax advantages and donating them to a donor-advised fund like the Gift Fund makes the process easy and typically more financially advantageous for the receiving charities," she added.

Last week, the Senate Business, Labor and Technology Committee passed a bill that would allow convenience stores of 5,000 square feet or less to sell full-strength beer. According to the Denver Business Journal, that bill is just one of many attempts to change Colorado's existing alcohol laws.

Colorado's existing alcohol law - which was recently overturned by Roxy Huber, executive director of the Colorado Department of Revenue - allows restaurants and bars to sell full-strength beer, while allowing convenience and grocery stores to sell only low-strength beer.

Nearly two weeks ago, the House Committee on Economic and Business Development passed a similar bill that would allow both convenience and grocery stores to sell full-strength beer. However, many experts think this bill is less plausible because it would support more out-of-state grocery chains, such as City Market and King Soopers.

Those in favor of such a bill claim that allowing convenience and grocery stores to sell full-strength would create thousands of new jobs throughout the state. Those who oppose the bill, which are mainly liquor stores and craft breweries, claim such a bill would cause them to cut Denver job numbers and even close.

A recent study from Summit Economics found the law allowing both convenience and grocery stores to sell full-strength beer would cause 700 of the state’s 1,653 liquor stores to close within three years, leading to the loss of 4,830 jobs and $700 million in revenues.

"In Texas, we understand that high-tech companies don't just happen overnight but are a product of forethought, sound vision and planning, and strategic investments by both the public and private sectors," Gov. Rick Perry said on the TETF website. "Through our Emerging Technology Fund, we are bringing the best scientists and researchers to Texas, attracting high-tech jobs and helping start-up companies get off the ground faster."

The TETF initially received $200 million from the state to invest in new technologies, and during the last few years, the program has given about $300 million to start-up companies and university research projects. The Texas Legislature usually refunds the program every two years.

A recent report from the Greater Phoenix Economic Council found that SkySong has supported 733 jobs and generated $113 million for the local economy since 2009. The local venture supports everything from start-ups to established companies.

SkySong is a collaboration among the City of Scottsdale, Arizona State University Foundation, Plaza Companies, and USAA Realty Company. The goal is to provide an innovative place where local businesses can work both independently and together.

"This study by GPEC really demonstrates how successful SkySong has been despite the challenging economic conditions," Sharon Harper, president and CEO of the Plaza Companies, told the Phoenix Business Journal. "We're seeing some significant economic impact taking place because of the companies SkySong has brought together, and we're excited to see how that impact grows as we move into the future."

GPEC predicts that SkySong will create 5,361 direct and indirect jobs and have a regional economic impact of $9.2 billion during the next 30 years. The companies already involved in the venture, as well as those yet to come, will help fuel the facility itself as well as the local economy.

The incentive package offered by Fort Worth would amend RadioShack's original economic development agreement. Amendments would include such things as reducing the required number of employees at the company's headquarters from 1,000 to 400.

The package also includes a point-of-sale agreement that would allow the city to take a 1 percent sales tax from RadioShack, giving .5 percent to the Crime Control and Prevention District and .5 percent to the Fort Worth Transportation Authority.

That sales tax would be split 50-50 between the city and RadioShack once the company collects the $10.76 million in incentives. RadioShack makes $15 million in new sales each year in Fort Worth.

In addition, the package would require officials to nominate RadioShack for the Texas Enterprise Zone Program, which provides state refunds for capital investments on job creation.

Aside from the pending RadioShack deal, the City Council also recently approved a 10-year tax abatement plan for Allen's Inc. in exchange for the company investing $4.7 million in property improvements at a recently-purchased building. That company plans to create 140 new jobs.

Sarasota Jobs Created by Sunovia Move and Expansion

One company's plans to expand and relocate will create a batch of new Sarasota jobs.

Sunovia Energy Technologies Inc. recently announced its plans relocate the company from Manatee County to Sarasota County, a move that will triple the company's operations and create 68 new jobs within the next three years.

Sunovia will move from its current 5,500-square-foot operation to 18,000 square feet of space in the Centennial Commerce Center. Company officials said the move is the result of needing more space and wanting a more centralized location.

The company currently employs 20 workers and is expanding in order to meet growing demand for its products, according to the Sarasota Herald-Tribune. Employees to be hired will include those in sales, engineering, manufacturing and operations personnel.

Sarasota County will offer Sunovia a performance-based incentive grant, which could total $100,000 over three years if the company adds jobs and provides and average annual wage that's higher than the county average. The Economic Development Corporation of Sarasota County also is offering incentives to the company.

"Sunovia Energy Technologies is an innovative, green-industry company that offers the high-quality jobs we need in Sarasota County," Kathy Baylis, EDCSC president and CEO, said.

Sunovia designs, develops and markets highly efficient renewable energy and energy conservation products in the solar and light-emitting diodes industries. The company has sold its products to the private industry, city and county governments, as well as the military.

"Cities and neighborhoods everywhere are either considering or actively installing LED lighting," Sunovia Chief Executive Carl Smith said. "Our EvoLucia LED lights provide the highest-quality illumination while reducing energy use, maintenance costs and carbon emissions."

There is no doubt that the economic downturn changed the employment landscape and the way employers hire, but as the economy is just beginning to return to normal, the debate is still open as to whether or not the recruiting landscape has been permanently affected.

The biggest challenge seems to be among companies that reduced their recruiting departments during the recession, but are now seeing an increase in hiring, and are in turn must figure out how to keep up with demand by using limited resources.

Many companies that need a little extra help during the hiring process consider RPO providers to be a logical choice. However, there are no across-the-board RPO service standards, which means HR managers have to decide for themselves what the company needs.

What's even more confusing, according to an article by ERE.net, is that many RPO providers now offer task-oriented services to support the individual steps of the recruiting process.

"The RPO industry is evolving driven by client demand," the article notes. "The need for full-scale outsourcing has shifted as hiring activity waned last year. By definition, the PO in RPO means process outsourcing or shifting the burden of day-to-day management of a process to an external supplier. The idea is that the process, albeit important, is not part of the core business offering and can be better managed by a specialized vendor.

"An example would be the outsourcing of call center recruitment or a short-term recruiting project to ramp up a new business unit," the article continues. "The value being that internal recruiting resources would remain focused on critical employment and not be distracted by spikes in demand or less strategic initiatives."

Much of this shift was caused when broader RPO services were not needed during the recession, as many companies worked to cut costs, forcing RPO companies to get away from the idea of outsourcing and move toward supplemental and support services.

In an effort to better respond to customer needs, RPO providers broke down their overall offerings and developed individual services, such as full cycle, co-sourcing, response management, and pipelining.

These focused offerings are attracting more HR managers who are interested in the cost, scale and intelligence of their recruiting process, especially as the economy beings to recover and companies vary on their levels of recruiting investment.

"For example, technology companies are investing heavily in recruiting as product development and marketing initiatives increase demand for talent, whereas healthcare companies are cautious as they interpret the impact of reform but still look to position themselves for growth," the article states. "In both cases, companies are investing at some level and hiring more recruiters is not always the answer. Talent acquisition leaders are looking for ways to maximize their investment."

In terms of cost, selective RPO services typically cost a lot less than an overall package, varying anywhere from $1,000 to $5,000. When it comes to scale, these smaller services can usually be implemented within 24 hours or less. In addition, companies continue to learn about the candidates the RPO company is finding, increasing recruiting intelligence.

Dallas Construction Jobs Lost

As the construction industry throughout most of the country is beginning to recover, Dallas construction jobs are continuing to be lost, and now one local company will add to those cuts.

Rodman LLC, a site development construction firm based in nearby Frisco, recently announced that it will close the company's Texas operations. That move will result in a loss of 242 jobs throughout Texas, including 224 in Frisco.

According to a letter filed with the Texas Workforce Commission, Rodman is closing because the company has been unable to find capital. The company also has offices in Austin and San Antonio.

Rodman was founded in 1990 by President Rodney Vilhauer and partner Barry Rich, in part with a $20,000 investment from former NBA star Dennis Rodman, according to The Dallas Morning News.

The company's closing comes as Texas continues to lose more construction jobs. During March, the state's construction industry lost 6,300 jobs as the rest of the nation as a whole added 15,000 construction jobs.

"Texas was later coming into the recession than most of the country," Ken Simonson, chief economist for the Associated General Contractors of America, said. "For now, Texas is down. But I think it can come back strongly."

The Dallas-Plano-Irving area's mining, logging and construction industry employed 98,900 jobs during March, according to the U.S. Department of Labor Bureau of Labor Statistics. This is the same as during February, but a 14.3 percent decrease from last year.

During March, the Dallas area's unemployment rate decreased from 8.4 percent to 8.3 percent, following a decrease from 8.7 percent during February. That decrease keeps the area's rate lower than the national average of 9.7 percent.

The Dallas area had a total non-farm employment of 1,995,600 workers during March, according to the BLS. This is up from 1,991,400 workers during February, but a 1.4 percent decrease from last year.

Portland Jobs Created by Federal Energy Funding

A new round of funding to support the nation's energy initiatives will help create Portland jobs.

The U.S. Department of Energy recently awarded $20 million in American Recovery and Reinvestment Act funding to the City of Portland and State of Oregon. The funding will be used for residential and commercial energy retrofits throughout the state.

The funding is expected to create career-pathway jobs throughout the state, result in thousands of residential and commercial retrofits, and significantly reduce carbon dioxide emissions.

The state's funding will be used to support a Clean Energy Works Oregon program, resulting in energy retrofitting a significant number of homes and commercial buildings throughout the state. In addition, building owners and tenants will have the chance to pay back energy efficiency loans on utility bills or property tax bills.

"We're excited that the success of Clean Energy Works Portland will be a launch pad for Oregon's energy efficiency industry," Portland Mayor Sam Adams said. "The City of Portland thanks all the public, private and nonprofit partners that joined together to make this achievement possible. Portlanders should be proud of the national recognition that validates Portland as America's living laboratory for the sustainability economy."

Gov. Rick Perry recently announced that the Department of Texas Veterans of Foreign Wars will receive $1 million from the Fund for Veterans Assistance to help provide veterans and their families emergency assistance with household, vehicle, childcare, medical and personal expenses.

"Our veterans have willingly risked great personal harm to secure the rights and freedoms we cherish and to make the world a safer, more secure place to live," he said. "As they serve, or when they return home, they deserve an extra measure of assistance."

The Texas Legislature created the Fund for Veterans Assistance to provide grants to local communities to address veterans' needs and enhance or improve existing veterans' assistance programs.

The fund is administered by the Texas Veterans Commission, which helps local veterans and their families with claims, veterans' employment services and veterans' education.

"Gov. Perry continues to demonstrate his concern for the well-being of Texas veterans, and his support of the Texas Veterans Commission’s Fund for Veterans Assistance helps us provide much needed assistance to the brave service members and their families through this first grant today and future grants," Brigadier General Karen Rankin, chair of the Texas Veterans Commission, said.

The Texas VFW Foundation helps veterans and their families by promoting programs that raise awareness and educate the public about the sacrifices made by the nation's veterans, as well as the unique special needs resulting from their service.

A recent survey from Challenger, Gray & Christmas, Inc. of 100 HR executives found that about half think the job outlook for this year's graduates will be unchanged from last year. Of the respondents, about 28 percent said the outlook is "slightly better" and about 10 percent said the job market will be worse for this year's graduates.

There were some optimists, however, as about 13 percent of the HR executives said the job market is "much better" than it was during 2009.

The survey further found that students with degrees in healthcare-related fields and business will find the best job prospects, with 26.3 percent of HR executives and 18.4 percent of respondents respectively saying those students would see the most success.

Pittsburgh Teaching Jobs Face Performance Pay Plan

A new education model could help create more Pittsburgh teaching jobs.

Pittsburgh Public Schools and the Pittsburgh Federation of Teachers are currently in the middle of implementing "Empowering Effective Teachers in the Pittsburgh Public Schools" - a performance pay plan that's part of the $40 million grant the school district received from the Bill & Melinda Gates Foundation.

The process of implementing the plan will include seven core initiatives designed to improve teacher efficiency and the learning environment in the district, according to an article by the Pittsburgh Post-Gazette.

Among those initiatives are:

The creation of a Promise-Readiness Corp, which is made up of a team of teachers who would lead the same group of students from ninth through 10th grade.
Expanded career opportunities through the creation of six new job classifications, which will result in 400 teaching positions
A teacher academy to train incoming teachers in certain subjects.
A teacher practice and evaluation system.
Streamlining the district's human resources operation and IT technology platform to better track and place teachers and students.

The district administration and teachers union will ultimately have to approve key aspects of the performance-pay plan, because those aspects would have to be negotiated in the district's collective bargaining agreement.

Pittsburgh Public Schools was one of four districts throughout the country that received funding from the Gates Foundation. The organization hopes the funding will help address the challenge facing the American education system.

"What we are looking for is: What are the ways to improve student achievement?" Chris Williams, a spokesperson with the Gates Foundation, said. "Part of that is the idea that efficient teachers create better learning environments. But the challenge is how to measure that."

In addition to the $40 million grant, the Gates Foundation also is funding a two-year research project in eight school districts throughout the country - including Pittsburgh - to develop a method of teacher evaluation.

Austin Healthcare Jobs Cut with Seton

The largest charitable hospital in the area is planning to cut more than 100 Austin healthcare jobs.

Seton Family of Hospitals recently announced that it would eliminate about 150 positions, 74 of which are vacant and 77.5 of which of which are currently held by 120 part-time and full-time employees.

None of the positions slated to be cut involve direct patient care, and Seton is working to find displaced employees jobs elsewhere in the system, as there are currently 200 open positions. Some of the 120 employees affected will only see reduced hours.

According to an article by the Austin American-Statesman, the company is being forced to cut positions because it has been taking care of more patients who don't have insurance or who can't afford to pay their bills.

Seton currently employs 11,500 workers and is one of the largest private employers in Central Texas. The system provides the most charity care in Central Texas, totaling $281 million during 2008.

Seton hopes the job cuts will help reduce the system's 2011 budget by 5 percent. Other measures to reduce the budget will include reducing hours for some services and consolidating others.

The last major round of layoffs at Seton took place during June 2008 when the company eliminated 93 positions. However, most of those employees were placed in other positions with the company.

Aside from the news of Seton's layoffs, the healthcare industry in the Austin area has continued to thrive as of late, adding positions over the month and year.

The Austin-Round Rock-San Marcos area's education and health services industry employed 84,600 workers during February, according to the U.S. Department of Labor Bureau of Labor Statistics. This is up from 83,500 workers during January and a 3.3 percent increase from last year.

Houston Government Jobs See Second-Largest Yearly Increase

As the area's unemployment rate increased and more employers reduced payrolls, Houston government jobs saw the second-largest yearly increase in employment, second only to the education and health services industry.

During January, the Houston-Sugar Land-Baytown area's unemployment rate increased from 8.3 percent to 8.8 percent, following an increase from 8.2 percent during December 2009. Despite the latest increase, the area's rate is still lower than the national unemployment rate of 9.7 percent.

The Houston area had a total non-farm employment of 2,484,200 workers during January, according to the U.S. Department of Labor Bureau of Labor Statistics. This is down from 2,529,500 workers during December and a 3.3 percent decrease from last year.

No industries managed to see a monthly increase in employment during January. Two industries, however, did manage to add jobs on a yearly basis. The education and health services industry saw the biggest yearly gain, followed by the government industry.

The education and health services industry employed 300,600 workers during January, down from 303,200 workers during December, but a 4.6 percent increase from January 2009. The government industry employed 373,600 workers during January, down from 376,700 workers during December, but a 2 percent increase from last year.

On the opposite end of the scale, the construction industry took the biggest hit when compared to last year. The industry employed 168,400 workers during January, down from 172,300 workers during December and a 14.2 percent decrease from January 2009.

Arizona Unemployment Remains Stable

In a positive sign for the economy, the Arizona unemployment rate remained steady at the beginning of this year.

During January, Arizona's unemployment rate remained at 9.2 percent for the second month in a row, following a decrease from 9.3 percent during December 2009. That decrease keeps the state's current rate below the national unemployment rate of 9.7 percent.

Arizona had a total non-farm employment of 2,382,300 workers during January, according to the U.S. Department of Labor Bureau of Labor Statistics. This is down from 2,385,900 workers during December and a 5.4 percent decrease from last year.

Five industries managed to see a monthly increase in employment, including: mining and logging by 100 jobs; construction by 800 jobs; trade, transportation and utilities by 1,600 jobs; other services by 1,300 jobs; and government by 4,100 jobs.

Only one industry saw a yearly increase in employment. The education and health services industry employed 333,800 workers during January, down from 334,800 workers during December, but a 2.1 percent increase from January 2009.

Although it added jobs over the month, the construction industry took the biggest hit when compared to last year. The industry employed 114,500 workers during January, up from 113,700 workers during December, but a 26 percent decrease from last year.

Other industries that saw an over-the-year decrease in employment include:

Raleigh Jobs Created by Census Bureau

More than 2,000 temporary Raleigh jobs will be created by the 2010 Census.

Gov. Bev Perdue recently announced that the U.S. Census Bureau is looking to fill 37,789 temporary positions in North Carolina through September. After hiring its first round of workers in January, the Census Bureau is now looking to hire a second round.

"Census jobs are a great opportunity for thousands of North Carolinians who are looking for work," Perdue said. "At the same time, these workers will help our state achieve a complete count of our population and access the more than $400 billion in federal funds to be distributed each year based on the census count."

The Local Census Offices throughout the state and the number of positions to be filled include:

Miami Nursing Jobs Training

Those pursuing Miami nursing jobs can get some great training in their own backyard.

While there are several colleges and universities in Miami that offer nursing degrees, Miami Dade College and Florida International University are two of the largest schools. According to an article by Education-Portal.com, both schools offer extensive nursing programs.

Miami Dade College is one of the largest schools in the country and has several campuses throughout the Miami area. Nursing degrees are earned through the School of Nursing, which is located at the college's Medical Center Campus.

Students can earn a Vocational Credit Certificate in Practical Nursing by successfully completing a one-year program that includes courses on the fundamentals of practical nursing, introductory healthcare and patient care. Graduates will be eligible to take the national examination to become a licensed practical nurse.

Students who want to become registered nurses can take the Associate of Science in Nursing program, which is available to beginners or LPNs hoping to advance. There also is an accelerated track for students who already have a bachelor's degree, but want to change to a nursing career.

The curriculum includes introductory and advanced courses in many fields of nursing, including pediatric, surgical, obstetrical and adult health.

Students with an Associate of Science degree and an RN license can take the Bachelor of Science in Nursing program. Prerequisites include anatomy and physiology, psychology, sociology, microbiology and nutrition. Some courses offered include community health nursing, nursing research and professional nursing theory.

Florida International University has the second-highest student population among all schools in Miami and is one of the 25 largest universities in the nation. The school's College of Nursing and Health Sciences offers undergraduate and nursing degree programs.

The four-year Bachelor of Science in Nursing program allows students to explore the foundations of clinical and professional nursing through classroom instruction and clinical experience. Students can choose a non-RN track, which will prepare them to take the national RN examination, or the RN track, which is for working RNs who want to complete their degree.

There also is a foreign-education physician track designed for students who have received a medical degree outside of the United States, but want to pursue a nursing degree.

The school's Master of Science in Nursing program allows students to choose a specific concentration, which may include adult health nursing, child health nursing, psychiatric nursing or nursing administration. The program focuses on management, research and advanced nursing practices.

Students who complete this program will be eligible for certification in a specialty area of nursing, such as anesthesiology or family health. Graduates can pursue careers as nurse practitioners, nursing administrators, nursing supervisors, healthcare managers or nurse educators.

Tucson City Jobs Created by Canning Company

A local food company's acquisition will help create more Tucson city jobs in the manufacturing industry.

Arizona Canning Co. recently announced that it has purchased "Luck's" brand from ConAgra Foods, an acquisition that will help create 40 new jobs at the Tucson-based food manufacturer's plant.

Positions will be available in production, maintenance, logistics, quality assurance and engineering. According to an article by the Arizona Daily Star, the company plans to fill the openings through external hires. Arizona Canning Co. currently employs 94 workers.

"We are continuing to look at how we can grow our business to fill out our capacity and the Luck's brand was part of an active search we were doing for brand acquisitions," Plant Manager Shane Gesbeck said.

The brand acquisition will leave Arizona Canning Co. responsible for selling and producing the Luck's brand, as well warehouse operations and fulfilling customer orders throughout the country.

Arizona Canning Co. plans to begin operating 24 hours per day, five days per week. The plant currently operates 24 hours per day, three and a half days per week.

Arizona Canning Co. manufactures canned food, including refried beans, whole beans and enchilada sauce, under licensed brands such as La Costena and SunVista. Luck's products include Luck's beans, Luck's fried apples and Luck's chicken and dumplings.

The Tucson area's manufacturing industry and economy as a whole, both of which have continued shedding jobs, could certainly use the additional positions.

The city's manufacturing industry employed 26,000 workers during December 2009, according to the U.S. Department of Labor Bureau of Labor Statistics. This is down from 26,200 workers during November and a 3.3 percent decrease from December 2008.

During December, Tucson's unemployment rate increased from 7.9 percent to 8 percent, following a decrease from 8.4 percent during November. Despite the increase, the city's rate was still lower than the national unemployment rate at the time of 10 percent, although that number has since declined to 9.7 percent.

Tucson had a total non-farm employment of 363,700 workers during December, which is down from 363,900 workers during November and a 3.7 percent decrease from December 2008.

Jobs in Ft Lauderdale Add to Worker Confidence

The availability of jobs in Ft Lauderdale and throughout the State of Florida is helping workers to become more confident.

The most recent Spherion Employment Report found that the Florida Employee Confidence Index increased by 5.9 points to 49.4 during December 2009. This is the highest level the index has reached during the last 12 months.

One of the reasons for the increase in confidence, the report found, is that fewer workers believe the economy is getting weaker. Specifically, only 27 percent of workers think the economy is getting weaker, which is a 17 percent decrease from November.

Another reason is that more workers are optimistic about job availability. About 60 percent of workers believe there are fewer jobs available, a decrease from the 81 percent who believed so during November.

During December 2009, the Fort Lauderdale-Pompano Beach-Deerfield Beach area's unemployment rate decreased from 10.2 percent to 10 percent, following an increase from 9.7 percent during November. That decrease places the area's rate even with the national unemployment rate at the time of 10 percent, although that rate has now decreased to 9.7 percent.

The Fort Lauderdale area had a total non-farm employment of 743,700 workers during December, according to the U.S. Department of Labor Bureau of Labor Statistics. This is up from 740,100 workers during November, but a 2.5 percent decrease from December 2008.

The Spherion report further found that about 59 percent of workers are confident in the future of their current employer, which is a 5 percent increase from the previous month.

"Although the economic recovery in Florida appears to be slightly behind other parts of the country, it is certainly encouraging to see an uptick in confidence among Florida workers as we begin the start of a new year," Paula Franco, branch manager for Spherion Staffing Services in Florida, said. "Our latest Florida Employee Confidence Index hints that many workers are feeling a renewed sense of optimism in the economic landscape and job market.

"Additionally, we are beginning to see the demand for temporary employment rise, which is a good sign that the start of an economic recovery is near," she continued. "We are advising job seekers to consider a temporary or contract assignment to get their foot in the door."

How do you become a secretary or administrative assistant?

Both of these positions are pretty much the same, but in order for you to secure a job, you must first undergo the proper administrative assistant training. Fortunately, the educational and training requirements are relatively minimal.

Word processing, writing and communication skills are essential for administrative assistants. However, employers are increasingly requiring extensive knowledge of computer software applications, according to the U.S. Department of Labor Bureau of Labor Statistics.

Most high school graduates with basic office skills will qualify for an entry-level administrative assistant position. Basic office skills can be gained through high school vocational education programs or one and two-year office administration programs offered by business and vocational technical schools and community colleges.

These basic skills can further be learned from virtual assistant training programs, which are usually available at community colleges and through specialized online businesses. Many temp agencies also offer formal training in computer and office skills.

While basic office skills may be enough to get you an entry-level administrative assistant job, employers are increasingly seeking candidates with a college degree. Because of that, your chances of finding employment may be better if you get a degree related to the business or industry in which you're seeking a job.

Once you have the amount of training you feel necessary, you can begin applying for jobs. Most administrative assistants acquire more advanced skills through on-the-job instruction and experience.

You also may be asked to participate in classes or online education programs to learn how to operate new office technologies. There are many promotion and advancement opportunities, depending on your chosen industry and skill level.

There are several professional organizations surrounding this occupation, including the International Association of Administrative Professionals, National Association of Legal Secretaries Inc., Legal Secretaries International Inc. and International Virtual Assistants Association.

There also are several different designations you can earn as an administrative assistant. The most prominent include Certified Professional Secretary and Certified Administrative Professional, both of which can be earned by meeting experience and educational requirements and passing an exam.

Atlanta Retail Jobs Benefit from Home Depot Layoffs

One company's decision to cut many positions will actually result in more Atlanta retail jobs.

Home Depot Inc., the number one home-improvement retailer in the nation, recently announced its plan to cut 1,000 jobs by shutting down three under-performing pilot stores and consolidating various back-end functions.

While this is bad news as a whole, it will result in more Atlanta retail jobs, as the company said it plans to add 200 positions in the city as part of its restructuring effort. The other layoffs are being made because Home Depot has slowed its store openings and no longer needs as many real estate or construction staff members.

According to MarketWatch, the three stores to be closed will affect about 100 employees. Those include a small-format store in Wilson, N.C., a temporary hurricane-recovery outlet in Waveland, Miss., and a clearance outlet in Austell, Ga.

The remaining 900 job cuts will come from the company's effort to consolidate its human resources, finance, real estate and construction functions. This includes centralizing the HR structure mostly to the Atlanta headquarters instead of having a field-team structure by districts.

"This is not a case of the company cutting expenses in reaction to broader economic pressures or our business performance," Chief Executive Frank Blake wrote in a memo to employees. "Rather, we are making prudent structural changes where it makes business sense to consolidate some functions."

Home Depot currently has more than 300,000 employees in 2,245 stores throughout the world, including 1,976 of which are in the United States.

State of Colorado Jobs Saved by ARRA

Thousands of State of Colorado jobs have been saved or preserved thanks to federal stimulus funding.

Gov. Bill Ritter recently announced that an effort to intensify the distribution of American Recovery and Reinvestment Act funds to communities throughout Colorado helped to pay for more than 7,200 jobs during Q4 2009.

Those jobs, which were the equivalent of full-time positions, included those for: teachers in higher-education institutions; highway construction; science research; weatherization programs; and special education and other professional services at K-12 schools throughout the state.

"State agencies have been working with a sense of urgency to use Recovery Act funds quickly to support struggling families and to pay for jobs and infrastructure projects that will bring lasting benefits to communities across Colorado," Ritter said. "Moving forward, we will continue to make sure that the Recovery Act provides the maximum benefit to all Coloradans and helps our economy emerge stronger than ever."

Specifically, ARRA funds were used during Q4 2009 to:

Pay the salaries of nearly 1,700 full-time workers at the Sterling, Arkansas Valley and Fremont correctional facilities.
Pay the salaries of thousands of construction workers hired for 87 highway projects.
Pay for hundreds of special education teachers and professionals who help low-income, disabled and homeless students in K-12 schools.
Preserve nearly 3,400 full-time equivalent jobs throughout all public colleges and universities.
Create more than 170 full-time equivalent jobs to improve energy efficiency in low-income homes.

As of the end of last year, state agencies had spent $622 million - or 91 percent of the funding it has received so far - on 458 projects and funded 7,248.20 full-time equivalent jobs. In addition, hundreds of other businesses, nonprofits and local agencies throughout the state also are receiving ARRA grants, contracts and loans.

Colorado is expected to receive at least $6.7 billion in ARRA funds for more than 100 different programs, which include tax cuts for 1.8 million families, increased safety net benefits and infrastructure projects that are creating or saving thousands of jobs.
